This research was carried out with the purpose of revealing the main components of entrepreneurship that were raised in the public agendas of the department of Magdalena, Colombia, between 2008 and 2019. The method used is hermeneutics, where all the proposed development plans were taken since the law of entrepreneurship came out and they were analyzed in a dialectical relationship between the subject and the object of investigation. The development plans were found to have interesting entrepreneurship proposals; but, in reality, little has been done in relation to this issue, entrepreneurial activities were stipulated which were not fulfilled.
