A partir de la crisis de la gobernanza global, que se evidenció con mayor fuerza durante la pandemia por COVID-19, este artículo pasa revista a la cooperación transgubernamental (transgubernamentalismo), en cuyo marco, como elemento central de su funcionamiento, se configuran redes. Este tipo de cooperación, más que sustituir, complementa la cooperación intergubernamental que ha sido incapaz, por su poca flexibilidad, de hacer frente a los problemas comunes que enfrenta el mundo globalizado del Siglo XXI. Las interacciones de las redes transgubernamentales contribuyen, dada su naturaleza, en el cierre de las diferentes brechas de gobernanza global que se presentan en el actual orden internacional y que son atribuidas al escaso funcionalismo del multilateralismo surgido en el Siglo XX.
